google calculate the page rank by visibility and traffic  . good representation of how many external links, of certain PageRank values, are required to achieve a certain Google PageRank. Check the calculate methods

The Directory submissions are not fixed ..if you don't submiting above 6 directories, you must do  many submissions in low page ranking directories . i don't think it will easy to do .  i doing SEO works for MNC companies . if you want good traffic and key word positions, your page must be higher than 3
